DGT Barcelona. Dirección General de Tráfico. Also called Jefatura Provincial de Tráfico de Barcelona or "La Campana" or just "tráfico." This is the traffic ministry website which has information about all aspects of traffic in Spain including Spanish driving licences, Spanish driving tests, Spanish vehicle inspection (ITV), roads, Spanish traffic situations and more.
The Trafico office for Barcelona province is on Gran Via 184 in Barcelona. This is where you meet to transfer ownershop papers when buying and selling vehicles in Barcelona province. Trafico opens at 08:30 all year and close at 13:30, 14:00 or 15:00 depending on the month.

Often people arrive early and line up one hour before the opening times of 08:30 in the morning but at the moment due to the crisis there are few cars being traded and you can get there at 8.30. There is a public underground parking next to the Campana office. See picture.

To transfer ownership of car registration papers do the following when Trafico opens.

1) Seller and buyer go to the 2nd floor and take a number. When your number is called go to the window and you will be given the forms to be filled out by seller and buyer of the car.

2) When you have filled out the forms, or even while you are filling out the forms, take a "caja" number (in corner corner to left also on 2nd floor) which is for the caja where you will pay the €51 euro transfer fee after they check the forms are filled in correctly. The fee is  usually paid by the buyer. When the fee is paid you will be directed to the 1st floor and you take a final number which directs you to the window where an DGT attendant checks the forms you filled in, checks that you paid, checks both passport or DNI/NIE ID of seller and buyer, checks the current owner registration papers called "permiso de circulación" and if everything is ok, will issue the new "permiso de circulación" to the buyer of the car. 3) Then the old and new owner usually go outside or to the car which could be in the parking and exchange keys and cash.

If you don't speak Spanish then we recommend that you get your gestor (accountant/lawyer) to come with you and guide you through.

The whole process will take about an hour if you are at the office at 8 or 8.30 in the morning.
