Bicing.com is Barcelona's public bicycle borrowing scheme for residents and visitors. Register online to get a membership card, which allows you to borrow bicing bicycles from 30 minutes to 2 hours. The cost is 24 euros a year for an annual subscription and 1 euro a week for a weekly subscription.
The idea is simple. You pick up your bici at a bicing pickup/drop off location. Then you have 30 minutes to get to the pickup/drop off location near your destination. If you exceed the first 30 minutes then there is an additional and automatic charge to your account of 30 cents for every extra 30 minutes. The maximum time you can use the same bici is 2 hours.
